Enabling Zero-Emission Maritime Transport

Blue Vector Ocean Alliance is a U.S.-based nonprofit research and systems-integration organization dedicated to advancing practical, scalable solutions for clean coastal and island transportation. Incorporated in Wyoming and operating in the public interest, the Alliance supports the transition toward sustainable maritime systems worldwide.

Mission

To accelerate the transition to zero-emission maritime transport through practical, scalable infrastructure solutions that support economic vitality, operational reliability, and environmental stewardship.

Coastal and island regions face mounting pressures: aging fleets, rising fuel costs, shoreline constraints, fragile ecosystems, and tightening environmental regulations. Electric and hybrid vessels are already operating successfully, yet the infrastructure required to support them reliably at scale remains insufficient. Blue Vector Ocean Alliance was established to address this critical gap.

Our work focuses on the development and integration of advanced maritime infrastructure concepts, including modular floating platforms, adaptable port extensions, offshore energy interfaces, and resilient transport nodes designed for long-term sustainability. These systems are intended to support zero-emission vessels, reduce congestion at constrained ports, improve operational flexibility, and minimize ecological impact.

Blue Vector’s approach emphasizes practicality and deployability. Solutions are designed to integrate with existing transportation networks while enabling a gradual transition toward cleaner operations without sacrificing reliability or economic viability. The long-term objective is a maritime ecosystem that is clean, resilient, economically sustainable, and restorative of healthy coastal environments.

As an independent nonprofit, Blue Vector does not manufacture vessels or infrastructure directly. Instead, we conduct research, systems design, feasibility analysis, and partnership development to help governments, operators, and industry stakeholders evaluate and implement next-generation maritime solutions.

Technology Focus

Blue Vector Technology™ represents a portfolio of integrated infrastructure concepts aimed at transforming how coastal transport systems are planned and deployed. Areas of focus include:

  • Self-adjusting, anchorless, self-sustaining modular floating platform systems

  • Offshore or near-shore transport nodes to relieve pressure on constrained ports

  • Interfaces for electric, hybrid, hydrogen-powered, and future zero-emission vessels

  • Infrastructure concepts designed to operate across varied coastal conditions

  • Systems intended to reduce shoreline construction impacts and permitting complexity

  • Proprietary eco-restorative measures that improve water quality, support marine life, reduce maintenance requirements, and minimize or eliminate the need for dredging

  • Integrated energy solutions, including potential offshore hydrogen production and support infrastructure for alternative maritime fuels

These approaches are designed to complement, not replace, existing ports and fleets, enabling phased adoption and regional customization.

Blue Vector Technology™ is supported by a growing portfolio of proprietary innovations with patent registrations in progress. The intellectual property includes multiple patent-pending technologies covering adaptable maritime infrastructure systems as well as environmental restoration and energy-support solutions for next-generation maritime operations.

Organizational Role

Blue Vector Ocean Alliance serves as an independent systems-integration and research body. Activities include:

  • Stakeholder coordination across public and private sectors

  • Identification of pilot opportunities

  • Support for long-term planning of sustainable maritime systems

Collaboration And Partnerships

Blue Vector Ocean Alliance seeks collaboration with governments, port authorities, transportation agencies, research institutions, operators, and mission-aligned organizations. Current priorities include feasibility studies, pilot projects, joint research initiatives, and strategic planning for resilient coastal transport systems.

The Alliance also welcomes engagement with impact-focused funders and philanthropic organizations interested in advancing sustainable infrastructure and environmental stewardship.

Leadership

Michael Priv — Founder & President

Insurance and construction professional with experience in complex infrastructure assessment, systems evaluation, and project coordination. Graduate of the University of Pittsburgh (Engineering). Has participated in the development and evaluation of variable-load floating platform concepts since 2010. 

Rimma Motluck — Secretary
Artist, interior designer, and specialist in traditional crafts. Contributes design perspective, cultural insight, and community-oriented thinking to organizational initiatives.

Ruslan Khusenov — Treasurer
Geologist and infrastructure specialist with experience in construction, technical analysis, and project support.

Vision

Our long-term vision is a maritime transportation system that is clean, resilient, economically sustainable, and supportive of healthy coastal ecosystems. By addressing infrastructure, energy, and environmental considerations together, Blue Vector Ocean Alliance aims to help regions transition toward a more sustainable future without compromising mobility, reliability, or prosperity.

BVOA Store Coming Soon!

Blue Vector Ocean Alliance is developing a small collection of merchandise to help build a community around ocean stewardship and sustainable maritime infrastructure.

A portion of proceeds from BVOA merchandise will be directed to independent ocean stewardship programs working to reduce plastic pollution, protect vulnerable marine species, and restore marine habitats.
